Will the Minister of RURAL DEVELOPMENT be pleased to state:-


(a) whether a review of the scheme named Gramin Haat has been conducted at the level of the Union Government; 

(b) if so, the details of the outcome of the review; 

(c) whether the Government has received any complaint in regard to the shortcomings in the way of the operation of the Gramin Haat scheme; and 

(d) if so, the details of the efforts made by the Government for the redressal of these complaints?
ANSWER

MINISTER OF THE STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI PRADEEP JAIN `ADITYA`) 

(a)&(b): Under Swarnjayanti Gram Swarozgar Yojana (SGSY), a major self employment programme of the Ministry of Rural Development, there is a provision for setting up of permanent marketing centres or Haats at various levels in the State including at village level. The progress of village haats has been reviewed by the Ministry in various meetings of the Performance Review Committee (PRC) including in the last meeting of PRC held on 16th-17th July, 2010. Central assistance amounting to Rs.9462.375 lakhs was released during the year 2008-09 to 27 States and one U.T for setting up of three village haats each in 549 Districts of the country. The Ministry has also conveyed administrative approval to the remaining districts during the year 2009-10 to incur expenditure in this regard out of SGSY funds available with the District Rural Development Agencies (DRDAs). A total of Rs.972 lakhs has been released as second instalment to States during 2009-10 and 2010-11 so far, for setting up Village Haats.
